I. ANNOUNCEMENT

1. National Assembly ChairwomanNguyen Thi Kim Ngan to attend the 140thIPU General Assembly, pay official visits to France, Morocco and the European Parliament (17th March – 8th April).

At the invitation of the President of the Moroccan House of Representatives Habib El Malki, President of the National Assembly of France Richard Ferrand, President of the European Parliament Antonio Tajani, President of the Inter-Parliamentary Union Gabriela Cuevas Barron and Chairman of the Consultative Assembly of Qatar Ahmad Bin Abdullah Al Mahmoud,  Chairwoman of the National Assembly Nguyen Thi Kim Ngan will lead a high-level Vietnamese delegation to pay official visits to the Kingdom of Morocco and the French Republic as well as to visit and work with the European Parliament in Brussels, Belgium, to attend the 140th General Assembly of the Inter-Parliamentary Union (IPU) and related conferences in Doha, Qatar from March 27 - April 8, 2019. 

The visit aims to reaffirm Viet Nam’s commitment to actively engage in multilateral parliamentary diplomacy, contributing to fostering the Viet Nam - France Strategic Partnership, the friendship and multifaceted cooperation between Viet Nam and Morocco and the relations between Viet Nam and the European Parliament.

During this trip, the Chairwoman of the National Assembly will attend IPU meetings, deliver remarks in the general discussion, meet the IPU President, IPU Secretary General and other parliamentary leaders on the sidelines of the IPU Conference. She will also hold talks and meetings with leaders of the European Parliament, leaders of Morocco, France, Belgium and Qatar.

2. DFM Nguyen Quoc Dung to attend the ASEAN - US Dialoguein the US (27th - 28th March).

From 27th to 28th March 2019, Deputy Minister of Foreign Affairs Nguyen Quoc Dung has led a Vietnamese delegation to attend the 32nd Annual Dialogue between senior ASEAN and US officials in Washington D.C.

At the dialogue, both sides focus on reviewing and setting out guidelines for the ASEAN-US cooperation on politics, security, economy and social and cultural affairs, exchanging views on regional and international situation and discussing the preparation for the ASEAN - US Foreign Ministers’ Meeting in Thailand in 2019.

 

II.QUESTION AND ANSWER

1.Is there any possibility that Doan Thi Huong will be released at the April 1 court hearing? What kind of actions will the Foreign Ministry take to protect her?

As you may already be aware, the Government of Vietnam has been takingvarious measuresto protect our citizen Doan Thi Huong. We will continue our  diplomatic, consular and legalefforts at the highest level to ensure fair and impartial trial and early release for Doan Thi Huong.

2. What is Viet Nam’s position on the Chinese live-fire exercise from 22-24th March in the Paracel Islands and China’s plan to build thePhu Lam (Woody), Cay (Tree) and Duy Mong (Drummond) islands in the Paracel Islandsinto strategic service and logistic cities and bases?

Viet Nam has a full legal and historical grounds to assertits sovereignty over Hoang Sa (Paracel) andTruong Sa (Spratly)Archipelagoes in accordance with the international law.

The China’s live-fire drill from the 22-24th March 2019 in Viet Nam’s Hoang Sa Archipelago  and China’s plan to turn the Phu Lam, Cay and Duy Mong islands in Viet Nam’s Paracel Islands into strategic service and  logistic cities and baseshave seriously violated Viet Nam’s sovereignty over the Archipelago, run counter to  the Agreement on basic principles guiding the settlement of maritime issues between Viet Nam and China, violated the spirit of the Declaration on the Conduct of Parties in the South China Sea (DOC), complicated the situation and served no interest for the on-going negotiation process between China and ASEAN on the Code of  Conduct between Parties in the South China Sea (COC) as well as the maintenance of peace, stability and cooperation in the East Sea.

Viet Nam requests China to stop and not to repeat similar actions, to respect Viet Nam’s sovereignty over Hoang Sa and Truong Sa Archipelagoes, to respect thecommon perception of senior Leaders of the two countriesas well as the international law, to refrain from actions that could lead to further tension and complicate the situation in the region.

Viet Nam’s Ministry ofForeign Affairs has meet the Chinese side andsent a diplomatic note to protest over these activities of China.

3. What is Viet Nam’s position on the US President’s recognition of Israeli sovereignty over the Golan Heights?

Viet Nam shares a deep concern ofthe international community over the recent developments regarding the status of Golan Heights. We urge the relevant parties to act in comformity with UN’s relevant resolutions, to respect international law and settle all disputes through dialogue for the lastingpeace in the Middle East and in the world at large. 

4. The Federal Court in San Francisco has ruled that Roundup, a Monsanto weed killer product,is “an important element”that causes  cancer. What is Vietnam’s view on this issue?

This is another evidence that weed killer chemicals havedirect harms to human health. As a country that has endured severeconsequences of the war including long-term and serious effectscaused by Agent Orange/Dioxin, Viet Nam urges companies that supplied defoliants to the US Army during the war timeto assume responsibility in assisting us to resolve the effects of Agent Orange/Dioxin on human and environment in Viet Nam.

Weappreciatethe efforts and assistanceby the US Government and Congress inresolvingthe war legacy in Viet Nam. These efforts and assistance are widely supported by people of the two countries. It is our wish that these efforts will continue, and with the involvement of companies, including Monsanto.

5. Please update Doan Thi Huong’s health condition?

The Ministry of Foreign Affairs and its relevant agencies has been maintainingconstant contacts with the Embassy of Viet Nam in Malaysia. We learnt that the Embassy has made three consular visits to Doan Thi Huong since 11th March 2019 in which they looked after her health conditions,consoledher so that she could be psychologically ready for the upcoming court hearing. The Embassyis arranging one moreconsular visit ahead of the trialon the April 1st.

6.Will there be any senior Vietnamese official present at the upcoming hearing on  April 1st?

As I have mentioned, in the last 20 hearings, there has always been the presence of representatives from the Embassy, including the Ambassador. We will continue ourcitizen protection measures and diplomatic, consular, legalmeasures at the highest level to ensure fair and impartial trial for Doan Thi Huong as well as her early release./.
